摘 要

近年来，我国进口跨境电子商务（以下简称“跨境电商”）的发展势如破竹，由于其相对于国内电子商务有着“跨境”的特点，进口货物通关时效低、监管难度大等相关问题突出，通关效率的重要性也越发引起关注。作为进口跨境电商货物流通的一个主要监管部门，海关起着关键性的作用。为了使进口跨境电商货物的通关流程能安全、快速地进行，我国海关对跨境电商进口模式进行相关细分，并应用各种先进技术与创新的监管手段在实践中不断探索和改革。

本文以进口跨境电商通关效率的影响因素为主题，首先在研究国内外跨境电商与通关有关文献的基础上，结合进口跨境电商的特点进行理论剖析并提出了其通关效率的影响因素，建立了包含一级因素与二级因素的层次结构图。再通过层次分析法的专家打分判定与计算各因素的权重，并进一步以郑州市为例，对该市进口跨境电商的通关效率进行评析，最后，结合我国进口跨境电商在通关效率方面的现状及问题有针对性地提出了监管、政策、规范、信息、人才、合作等六大方向的发展思路。

Analysis on the Influencing Factors of Customs Clearance Efficiency of Imported Cross-border E-Commerce

ABSTRACT

In recent years, imported cross-border e-commerce carries all before one. Because of its “cross-border” characteristics compared with domestic e-commerce, problems such as inefficient customs clearance of imported goods and difficulty in supervision are prominent, and the importance of customs clearance efficiency has drawn increasing attention. As a major regulatory authority for the import of cross-border e-commerce goods, customs plays a key role. In order to enable the customs clearance process of imported cross-border e-commerce goods to be carried out safely and quickly, China’s customs authorities conduct relevant subdivisions of cross-border e-commerce import models, furthermore, apply various advanced technologies and innovative supervision to explore and reform in practice.

This paper takes the influencing factors of the efficiency of customs clearance of imported cross-border e-commerce as the theme. Firstly, based on the research of cross-border e-commerce and related customs documents at home and abroad, combined with the characteristics of imported cross-border e-commerce, it analyzes the theory and proposes the influencing factors of efficiency of its customs clearance. Then establishes a hierarchical structure chart containing the first-level factors and second-level factors. Based on this structure chart, using AHP, scores the weight of each factor by consulting the experts. Finally, it further analyzes the customs clearance business of imported cross-border e-commerce in Zhengzhou as an example, and accordingly propose six development directions: supervision, policies, regulations, information, talents, and cooperation.

1 绪论

1.1 研究背景

近年来，随着我国外贸经济与互联网技术的迅猛发展，人们的消费模式逐渐呈现出多样化的趋势，集物流、资金流与信息流于一体的电子商务模式应运而生，其中跨境电商因国家政策支持、消费者大量需求及先进电子信息技术运用等因素正蓬勃发展。

从图1.1可以看出，尽管目前跨境电商进口规模比重远低于出口规模，进口跨境电商的增长速度仍稳步上升。我国进口跨境电商消费者规模大，需求量大，与此同时，也暴露出消费者不良体验等方面的问题。而造成消费者不良体验的一个重要原因则是国际物流的清关时效慢，消费者等待时间长，相应的服务满意度低，这对商品的复购率及相关行业的发展产生了一定的负面影响。
